Yep, always been the case, you can drive a car that you have built over the weekend out of tinfoil, toilet roll tubes & sticky backed plastic, to VOSA to have it tested. But once it is tested & fully conforms with their rules along with the correct paperwork to prove it you can't drive it to DVLA to rubber stamp it.
