To coat or not to coat ???

Which method would you go for?

I have two frames to ponder on ( one is a mate's). Mine is (badly) hand painted and his is powder coated but has many areas flaking and rusting.

Once the rust has been dealt with and a bit of cutting and welding completed the question arises .... how to finish ?

Plan A) I have been quoted £450 locally to blast clean, zinc plate and powder coat mine ( the hand paint job). His will cost a little more as the powder coat is a sod to get off!

Plan B) Sand back the paint and etch the powder coat then either:

i) Hand paint primer coat and then top coat by roller, using marine quality paint --- advised as good by a marine engineer as suitable, robust and, apperently, dries flat (no brush or roller marks). £30 for 5 litres of each coat. Or ......

ii) Try out one of these new Hammerite electrostatic jobbies which come in at around £35 for the applicator then £11 per can of paint ( in a limited range of colours).
